Government and Public Sector

Climate change is reshaping how government organisations plan, manage assets and deliver essential services to communities.
Government and public sector organisations play a critical role in responding to climate change while continuing to deliver essential services to communities. Balancing climate-related risks, sustainability objectives and reporting requirements often requires careful consideration of budgets, governance obligations and community expectations. Pangolin helps government and public-purpose organisations understand environmental impacts, assess climate-related risks and opportunities, and develop practical adaptation and decarbonisation strategies.
Understanding Emissions and Climate Risk
Measuring Scope 1, 2 and 3 emissions can be challenging for government organisations, particularly where operations, assets and supplier networks span multiple locations and service areas. We help organisations understand emissions across their operations and supply chains, identify where significant impacts occur and establish a clear baseline for future action. This supports sustainability planning, procurement decisions and emissions reduction initiatives.
Climate risk is also becoming an increasingly important consideration for public sector organisations. To support long-term planning and preparedness, we assess how physical and transition risks may affect assets, operations and service delivery under a range of climate scenarios.
Develop a Pathway to Decarbonisation
Many government organisations have established emissions reduction targets and net-zero commitments. We support these objectives by identifying practical pathways to reduce emissions through energy efficiency, electrification, renewable energy and procurement initiatives. By combining technical assessment with financial analysis, we help organisations understand where investment should be prioritised and which actions are likely to deliver the greatest benefit.
Support Climate Disclosure and Reporting
Mandatory climate-related financial disclosures under AASB S2 are gaining momentum. While the initial focus has been on the private sector, public sector organisations are also beginning to prepare for climate reporting requirements.
Across Australia, Federal and State governments are progressing climate disclosure programs for public entities. By 2026, a number of jurisdictions will have commenced implementation of climate reporting requirements, with the Commonwealth progressing a staged rollout across key agencies and states including New South Wales, Queensland and South Australia advancing their own reporting frameworks and disclosure obligations.
Pangolin has supported early adopters in preparing for government climate disclosure programs, helping organisations navigate evolving requirements while ensuring reporting remains practical, transparent and aligned with public sector obligations. We help embed climate reporting activities into existing governance and corporate reporting processes.
Drawing on experience across local government, education, utilities, health and statutory authorities, we provide practical advice grounded in the realities of public sector decision-making. Get in touch with our team to discuss how we can help.
Griffith University worked with Pangolin Associates to navigate the evolving climate reporting landscape with clarity and confidence. Pangolin’s tailored executive workshop built cross-functional understanding, aligned our leadership team, and provided practical next steps – strengthening Griffith’s position as a leader in sustainability and climate resilience.
